Scarf Import Compliance — REACH, EU Textile Regulation & US FTC Documentation
WeaveEssence supplies written compliance documentation per order: REACH chemical declarations, EU fibre content labelling, US FTC care labelling, and EN 14682 / CPSIA safety records for children’s accessories.
Request Compliance DocumentsImporting scarves and knitwear into the US or EU requires more than a product that looks right — it requires documentation that satisfies customs, retail compliance teams, and increasingly, legal due diligence obligations. WeaveEssence has supplied factory-direct OEM knitwear to buyers across both markets for over 15 years and maintains the written records buyers need at the point of order, not months later.
This page covers the four primary compliance areas relevant to scarf and knitwear imports: chemical safety under REACH, fibre content labelling under EU Textile Regulation, care labelling under the US FTC Care Labeling Rule, and product safety for children’s accessories under EN 14682 and CPSIA. Each area has a corresponding document that WeaveEssence provides in writing per order on request.
These compliance records sit alongside — and are separate from — our product certification portfolio (OEKO-TEX Standard 100, BSCI and GRS), which is covered under Certifications. Compliance documentation addresses regulatory import requirements; certifications address third-party verification of product safety and social standards. Both are typically needed for EU and US retail accounts.
“Chinese manufacturers don’t understand EU or US import regulations.”
This assumption leads buyers to either skip documentation requests entirely — then scramble when a retail account or customs authority raises a query — or to over-pay for compliance services from intermediaries who simply pass the work back to the factory anyway. WeaveEssence has been supplying REACH declarations, fibre content breakdowns and care labelling records to EU and US buyers as standard for over a decade. The documentation exists and is supplied in writing. The buyer only needs to ask for it at the time of order.
Four Compliance Areas Covered
Each area maps to a specific written document WeaveEssence can supply per order. Requests should be made at the time of order confirmation.
REACH — Chemical Safety Compliance
REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) restricts the use of hazardous substances in articles sold in the EU and UK. Textile products are subject to REACH restrictions on azo dyes, heavy metals, formaldehyde, and a range of other substances of very high concern (SVHCs).
- REACH-compliant dyestuffs used across all product programmes
- REACH-compliant auxiliary chemicals in finishing and treatment
- Written chemical compliance declaration supplied per order
- OEKO-TEX Standard 100 provides additional substance testing evidence
EU Textile Regulation — Fibre Content Labelling
EU Textile Regulation (EU) No 1007/2011 requires that all textile products placed on the EU market carry a fibre composition label listing all fibres by percentage of total weight, using the regulated fibre names defined in the Regulation’s annexes. Non-compliant labelling is a common reason for product holds at EU customs.
- Fibre composition breakdown provided per style per order
- Regulated EU fibre names used in all documentation
- Labelling support for mixed-fibre and blended-yarn products
- Applicable to scarves, beanies, gloves and all knitwear product types
US FTC Care Labeling Rule — 16 CFR Part 423
The US Federal Trade Commission Care Labeling Rule requires that textile apparel and certain piece goods carry permanent care instructions that are accurate, legible and clearly expressed using the symbols or written instructions defined in ASTM D5489. Missing or inaccurate care labels are a recurring compliance issue for US knitwear imports.
- Care instruction documentation supplied per style
- In-house label production to buyer-supplied or standard specifications
- ASTM D5489 care symbols available; written instruction alternative also supported
- English-language and bilingual (English/French for Canadian market) options
EN 14682 & CPSIA — Children’s Product Safety
Scarves and knitwear accessories intended for children are subject to additional safety requirements. In the EU, EN 14682 restricts cords and drawstrings on children’s clothing to prevent strangulation risk. In the US, CPSIA imposes lead content limits, flammability requirements, and third-party testing obligations for children’s products under 12 years.
- EN 14682-compliant cord and drawstring construction for EU children’s products
- CPSIA documentation available for US children’s accessory orders
- Lead content records and Children’s Product Certificate (CPC) support
- Test reports from accredited third-party labs available on request

“Compliance documentation should be requested at the time of order, not after shipment has left the factory. Retroactive documentation requests are the most common avoidable delay in knitwear import clearance.” — WeaveEssence Export Documentation Team
“OEKO-TEX Standard 100 and REACH compliance address different things. OEKO-TEX certifies that the finished product has been tested against 100+ substances. REACH compliance covers the chemical processes used during production. Both are typically required by major EU retail accounts.” — WeaveEssence Compliance Reference
